Updated Treasury Guidance on Horizon Europe Guarantee and the calls it will cover

The UK Government has published updated guidance on the Treasury Guarantee for the first wave of successful applicants to Horizon Europe, irrespective of the outcome of the UK’s association to the Programme.

This is a short-term measure intended to address delays in the formalisation of the UK’s association to Horizon Europe, and the uncertainty this entails, guaranteeing funding for successful UK applicants unable to sign grant agreements with the EU because of this.

The funding will be delivered through UK Research and Innovation (UKRI) and the publication provides guidance on:

  • eligibility for the guarantee scheme;
  • scope of the scheme; and
  • how to apply.

UKRI will open and close a registration window for each call when it is clear that a European Commission grant agreement cannot be signed, during which time eligible, successful UK applicants will be able to obtain a UKRI grant.

The list below identifies the calls included under this first wave, where the last legal date for signing their grant agreement is expected to pass before 30 April 2022.

  • 2021 ERC Starting Grant call, ERC-2021-StG
  • 2021 EIC Accelerator Open, HORIZON-EIC-2021-ACCELERATOROPEN-01
  • 2021 EIC Pathfinder Open, HORIZON-EIC-2021-PATHFINDEROPEN-01

The publication also details how the guarantee covers the EIT KICS.
